When responding to an armed, suicidal, barricaded subject, does your agency have a comprehensive policy or are you just hoping the officers who respond do the right thing?

Law enforcement agencies across the nation have realized disengagement is an option for these incidents but many are still operating without a formal policy or procedure. Go ahead and start adding some more zeros to the lawsuit!

This workshop builds upon the foundation of our Response to the Non-Criminal Barricade course. We’ll examine the impact of new laws, such as the 9th Circuit’s ruling in Scott v. Smith, and provide you with a roadmap for crafting a defensible policy for your agency. You’ll also explore several real-world incidents and learn about what agencies are getting right and what they aren’t.

Curriculum includes:

  • How new laws like the 9th Circuit’s Scott v Smith affect police responses
  • The top 3 disengagement mistakes
  • Video case studies of real-world incidents
  • Communicating changes in your response model to your fire department partners
  • The 5 factors that must be in your policy
  • A report writing template for your officers

Target Audience:

Law enforcement supervisors, managers, trainers, and specialty units. We highly recommend attending the online or in-person Response to the Non-Criminal Barricade® course before attending this workshop.

Captain Brian Bixler retired last year from the Los Angeles Police Department after 27 years of service. Brian was the captain in charge of the Metropolitan Division which included overseeing LAPD’s SWAT team, K9s, and several other specialty platoons. He was instrumental in creating LAPD’s disengagement policy. Donnie Anderson is a current Lieutenant with the San Francisco Police Department’s Crisis Intervention Team. He created his department’s disengagement policy and trained officers all over the nation. Scott Savage recently retired from the Santa Clara Police Department (CA). He created the Response to the Non-Criminal Barricade training course which has since been presented to departments throughout the United States.
